Speedboost Axer
I played this build yesterday against different builds and it seems to plow through your target quite well...
W/(any secondary)
Attributes:
Strength: 13
Axe Mastery: 16
Skills:
1.) For Great Justice
2.) Berserker Stance
3.) Frenzy
4.) Penetrating Blow
5.) Eviscerate {E}
6.) Executioner's Strike
7.) Axe Rake
8.) Rez Sig
Before engaging your target, start the combo in order, For Great Justice and then Berserker Stance. Now DO NOT use any attack skills under Berserker Stance or it will end. Once Eviscerate is usable, hit Frenzy and hit your target down your skillbar. Penetrating Blow + Eviscerate + Executioner's Strike + Axe Rake. This does loads of damage to someone with no healing, but it will be a while to take down a pesky Prot Monk with RoF but this build works mainly in RA and the Zaishen Challenge. Of course the Smite Team in the Zaishen challenge will destroy this build in 1 second, as it happened to me yesterday. Yes, 1 second, under Frenzy
But it's pretty rare to go against 4 smite monks in RA anyways, let alone the Zaishen Challenge. This build is basically a huge adrenaline booster and can wipe out your target fast if they can't heal.
Weapon Mod:
Axe (+15% while in a stance)
-Zealous Mod
-+30 HP
Shield:
Strength Tower Shield (while in a stance)

i would drop penetrating blow for warriors cunning in case you run into aegis cycling monks or ward peddling eles or rangers who uses too many stances.

Pray for no Empathy casting Mesmers with hopped up Dom magic or SS Necros or IW mes comin in from the side...
I never use frenzy... but its to much fun to watch a Frenzied tank kill themselves with Empathy.
sorry couldn't contain my comment...

I would get rid of Berserker Stance for Rush since you're using "For Great Justice!" to quicken your adenaline making and to catch up to kiting targets that aren't crippled from Axe Rake.
Conditions are going to hurt you badly, same with Degen.

Frenzied Tank?.. There isent many tank warriors in PvP, and you cant really call yourself a tank if you use frenzy
But anyway, i think that heal sig would be good as in RA you cant count on getting a monk, and getting a good one is even harder..

Yes this build is just for a speedy axe attack cycle. Of course it's asking for a beating with Frenzy at times. This is not an uber build or anything, just a decent dmg dealer. It does great damage but at a high cost...

Get rid of Berserker's Stance for Rush so you'll be able to spam frenzy any time you want.
